The legal position
The Employment Rights Act 2025 is being implemented in stages. A provision appearing in an Act does not necessarily mean it is already in force. The government publishes a changing implementation timetable, and some measures depend on further regulations or consultation. Treat an announced intention, an enacted power and a commenced right as different states. Create an implementation register with the measure, jurisdiction, source, current legal status, intended date, responsible owner and affected systems. Separate policy drafting from activation. For each change, test the payroll, manager guidance and employee communications together. Record the date you checked the official source so someone can tell whether a plan relies on an outdated timetable. Recheck shortly before a change takes effect.
An example, not a reported case

An employer is preparing a new family-leave policy and a probation review. It does not label every announced reform a “day-one right”. Instead, HR checks the specific entitlement, its commencement and any separate pay conditions. Payroll tests sample cases, managers receive short decision guides, and old templates are retired only after the replacement has been verified. The register also records what is still unresolved so assumptions do not quietly become rules.
What to watch for
The tracker is an editorial selection, not an exhaustive compliance register. Employment law is partly devolved; do not apply a Great Britain change to Northern Ireland without checking its territorial application.
